The state meeting of the Catholic Knights will be held here next

Wednesday. The proceedings will be opened by a Solemn High

Mass celebrated at 9 o'cl. The congregation is cordially

invited to attend. All members of the Natchez branch are

requested to meet in their hall about a quarter to 9 so as

to accompany in procession the visiting representatives.

N.B. No society shall be recognized as Catholic unless it's

motive, object and rules be made known to and approved by the

proper authorities. Nor shall the election of officers of such

soc. be considered valid.

CIRCULAR LETTER

OF

RT. REV. THOMAS HESLIN, BISHOP OF NATCHEZ.

TO THE CLERGY AND LAITY OF HIS DIOCESE.

ON THE OCCASION OF THE RETREAT AND SYNOD, 1897.

Rev. Father, and Dear Brethren:

We take great pleasure in testifying our satisfaction, and joy, at the results of the Ecclesiastical Retreat, which has just closed here at Natchez,and we desire to express our sense of high appreciation, and deep gratitude, to the zealous, learned, and eloquent Father who so ably conducted it. These spiritual exercises intimately concern not only the Rev. clergy, but also the faithful. The clergy, indeed, reap their immediate benefit - they become renewed in spirit - they are aroused to a keener sense of their high calling,quickened to a livelier feeling of duty and responsibility, and stirred up to more fervent piety and devotion - they are lifted up to closer spiritual union with their Divine Master, and animated with fresh courage and determination to prosecute their arduous labors in His service, and to endure the trials incident to their condition. The faithful too, though indirectly, have no small share in the advantages of a retreat; and these advantages repay them,in the end for the absence of their pastors, and their temporary privations ofthe Holy Sacrifice of the Mass, and other services. The prophet of old, said: "There shall be like people like priest." - Oses 4 9. The holier and more devoted the priest, the better will the wants of the faithful be looked after,and their spiritual welfare promoted: the stores of grace and blessings gathered by the priest, in the seclusion and heavenly communings of his retreat will, on his return, be pour out on his flock like a bounteous shower,to moisten and fertilize the soil of their hearts, and make them bring forth amore plentiful crop of good works. And that we have a right to expect these happy fruits the earnestness with which our priests preformed the exercises ofthe retreat, and to which we gladly bear witness, is a sufficient guarantee.No doubt the pious prayers of the people for their priests drew down special graces, and aided much in achieving this satisfactory result. this is as it should be; the faithful ought, at all times, to pray for their priests, that they may be truly men of God, intent on their own sanctification, always disposed to work and suffer for their heavenly Master, and entirely devoted to the welfare of the flocks entrusted to them. Thus they will effectually, save their own souls, as well as the souls committed to their charge. When the clergy of a Diocese meet under their Bishop, not only do they consult for their own immediate spiritual good, and that of their flocks, but also for the interests of good order in their parishes. Hence they hold synods or assemblies to devise plans, adopt resolutions, and pass laws or statutes according to special wants. On a previous occasion, as well as our late retreat, some of these enactments were adopted, which we hereby bring to your notice, that you may know and observe them. And first, we will again call your attention to a few statues enacted in the synod of 1892. They are: 1. Parents are enjoined to have their children baptized before they are a month old. 2. Round dances are forbidden, and absolution is to be denied to all those who, finding them a proximate occasion of grievous sin, are yet unwilling to abandon them. 3. All Catholic marriages should be accompanied with a Nuptial Mass.Those who are married otherwise may have the Nuptial Mass celebrated at any subsequent time. They ought to assist at it, go to holy Communions and receive the special blessings invoked, during it, upon the married couple. At our late retreat we adopted the following resolutions or synodalenactments: 1. Funerals being, generally, occasions of contributing to the supportof the priest, the following offerings shall be made at them: Five dollars for a simple funeral; ten dollars for a funeral with a Low Mass; and fifteen dollars for a funeral with High Mass. Those who desire extra lights, draperies, personal attendance, etc., shall increase the offerings accordingly. The poor who are unable to make an offering shall not be deprived of the benefit of christian burial. 2. When there are Canonical reasons for dispensing from the impediments of Matrimony, especially from those of Consanguinity and Affinity, suitable alms, according to the means of the petitioner, shall be offered. These alms are prescribed in the faculties which we receive from Rome, and they are intended as a penance and kind of compensation for the relaxation of the laws of the church, and a reparation of the infraction which takes place. We also take occasion to say that suitable offerings ought to be made to the priest at baptisms and marriages. 3. The collections which has, heretofore, been taken up for the orphans, on Christmas Day, shall, henceforward, be applied to the support of priests who labor on the poorer missions of the Diocese. We have thought the time has come to make general laws for funeral offerings, as is done in all well-constituted dioceses, and to make them so moderate as not to exceed the power of persons of limited means. It often happens that people in comfortable or affluent circumstances,wish to indulge in a big display of flowers, wreaths, carriages, draperies,etc., at the funeral of their dead, and do not think of making an appropriate offering to the church or the priest who conducts the services on the occasion. This omission we hope will be readily supplied hereafter. While on this subject we will remark that funerals are ill-chosen occasions for a vain and costly display. They are too often made to subserve the vanity of the living, rather than to testify sorrow, or procure help, for the dead. A splendid funeral, in the eyes of many, compensates for various shortcoming chargeable to the deceased while living, and ends the duties of surviving friends to him after death. Hence we would express our disapproval of all ostentatious pomp at funerals - such as floral offerings, wreaths, or other vain exhibition. We also desire to correct a mistake prevalent in some quarters - that a sermon is a part of the funeral service. Such is not thecase, and must not always be expected. But should the pastor deem it a fit time to address the mourning friends, let it be done in terms befitting the occasion - sparing of praise for the deceased, and, in grave, earnest, tones, exhorting the living to prepare for death, and to testify their friendship for the dead rather by fervent prayers and good works, than by passing words and compliments. Let christian funerals be conducted with becoming simplicity and gravity. Let no expense be incurred for mere show, but let the money be given in alms to relive the poor and needy, and let it be the chief aim of surviving friends to secure prayers, holy communions, indulgences, and especially the atoning sacrifice of the Mass for the dead. With regard to the change of the Christmas collection from the orphans to the poorer missions of the diocese, we have not resolved on it hastily or unadvisedly. It is based on weighty reasons, which, when you ponder, we hope you will truly appreciate. The general collection for the orphans throughout the diocese shall be kept up as usual and we bespeak for it a still more generous contribution. Now this collection occurs, at least, in most parts, a short time before Christmas; and when, again at Christmas another collection is announced for the orphans, many have wondered at being called on so soon again to contribute to an object which they had but lately helped. Moreover,deserving as is the cause of the orphans, the poorer missions are no less so,if not indeed far more so. Many of our scattered Catholics see the priest but seldom, some hardly ever, some once or twice a year, while some others more fortunate enjoy his visit once a month. These Catholics are, for the most part, poor and unable to afford a decent support to the priest, and it is clear that they and their children suffer great spiritual want. How often do they remain ignorant of the first principals of religion! How often do not their sick depart this life without its helps and consolations! How often, alas! do not they, or their children, fall away from the faith! They are, in a sense, orphans - they are, most of the time, deprived of the presence and assistance of their spiritual father. And the priest himself, who has left father and mother, to serve others - often strangers, may also beconsidered an orphan. Where then he is employed on these small, poor, scattered missions he ought to enlist our sympathy, and call forth our assistance, so as to render his position less lonely and unendurable, and our kindly feelings, and our help, ought to go out to these poor breathern of ours who are exposed to so much spiritual privation and suffering. We do not, because we cannot, propose to provide a priest for every small community; but with further assistance we can multiply the number of the clergy; we can have several of the stations or missions attended more frequently; and thus if we cannot entirely remedy the evil, we can, at least, mitigate it, and prepare the way for its final removal. For those desirable purposes we rely on your generous co-operation as well as assistance which we receive from abroad. Finally, if most of the above regulations are of a temporal nature, you will bear in mind that we are composed of a body and soul, and that unless our corporal wants are supplied we shall be unable to look after your spiritual wants. Thus did the great Doctor of the Gentiles, St. Paul reason with his converts: "If we have sown unto you spiritual things, is it a great matter if we reap your carnal things?" - 1 Cor. 9 - 11. He moreover testifies: "So the Lord ordained that they who preach the Gospel should live by the Gospel." - ibv. 14. Accordingly the church has imposed the positive command, or precept, that the faithful shall contribute to the support of their priests. These measures, then, which we have adopted, are so many means to enable you to comply with this important duty. In Conclusion, let us recall how St. Paul assures the faithful that, in the designs of God, all things are intended for their spiritual welfare, the highest ministers of religion are employed in their service, and all the vicissitudes of life are meant to promote the cause of their salvation: "For all things are yours whether Paul or Apollo, or Cephas or the world, or life or death, or things present, or things to come, all things are yours, and you are Christ's, and Christ is God's." - 1 Cor. 3 - 22 - 23. Appeal

In Behalf of the Negro and Indian Missions in

the United States

One of the most prominent facts forced upon the attention of the thinking men of our country during the past year, is that which declares the vital necessity of every possible effort being made for the amelioration and education of our fellow citizens of the colored race.

Greatest factor as the Catholic Church has ever been, for the civilizing and upbuilding of the peoples coming within her influence she must not in this our own land, fall short of her glorious missionary record.

It would be a revisal of her history and a shirking of the responsibili-ties which are proportionate to her pre-eminence as a religious power in the Western world.

Ever watchful for the cause of true civilization and with the word of her Divine founder always as her watchword she knows that it will profit no race, no individual to gain worldly knowledge of wealth and suffer the loss of moral strength and spiritual life.

She therefore, as always, founds her power for civilization on the realization of moral responsibility in the individual and of his duties toward her creator - towards his fellow man and towards himself. She knows with a divine wisdom and with an unparalleled experience that sound morality is the only enduring basis for a race's greatness. Upon this solid foundation she should rear the enduring fabric of the future of her colored children and therefore appeals to all within her fold to aid in compassing them with the protections of religious instructions and christian home-life which alone can meet the requirements of the race and of the times.

We may not it is true, because of gratitude and mercy forget what we owe towards the propagation of the faith in other lands, but with the cries of those in moral distress at home are distinct and persistent, and it is but right that their appeals should be well attended to and borne constantly in mind.

How stirring these appeals are will be evident to any reader of the reports sent in by those already laboring in this wide and fruitful field, and from this perusal will be gathered not only a realization of the importance of the task which charity commands, but also of the practical means by which this charity may best and with certainty accomplish it's work.

From all quarters we learn that while some success has been secured with the adults of Negro - and so also with those of Indian blood, - the greatest and most enduring success follows from the proper care of the young of the race. Let but proper school facilities be afforded these children and they do more in their home circles than any missionary could accomplish, for they win within a short time the hearts of their parents to that faith which so carefully and sacrificingly through its priests and nuns, labors for these children. They become little missionaries to all within reach of their childish influence and spread the faith where a priest would fail. In this fact lies the key to the permanent advance of the Church's power among our colored brethren; and as the church being known by them, wins them to her fold, it is primarily to the school it must look for the hope of the colored missions, and it is these schools that must be strongly supported by the charity of those to whom the hands of the colored race are extended for that Christian aid which will uplift them to the level which is their due.

This truth is manifest from the indian mission reports also, showing that if the remnant of the great red race is to be saved to the Church that has done so much for them in the past, the children must be protected from the conditions dangerous to their faith and morality. Government aid being gradually and largely withdrawn, as it has been, and most likely to fail altogether, the heroic sacrifices of those working for the Catholic Indians will be in vain, unless charity steps in to hold up their hands in the uneven contest.

Rev. Dear Father:

A letter from Rt. Rev. John Moore, D. D. of St. Augustine, Fla., to our Rt. Rev. Bishop in reference to the awful calamity that has lately befallen the city of Jacksonville, Fla., was received here a few days ago. It seems that almost everything the Catholics owned was in the path of that most destructive fire. Let the following portion of Bishop Moore's letter speak for itself:

"The Church of the Immaculate Conception, erected in the year 1873, value $20,000, was totally destroyed and nothing remains to show that a church existed, except a few scattered walls. The Parochial residence, valued at $18,000, was also totally destroyed. St. Mary's Home for Orphan Children was destroyed, and the orphans, who have been taken care of for so many years have been left homeless.

St. Joseph's Convent, which was completed only a year ago at a cost of $45,000, was also destroyed, thus leaving without shelter or means of support the good sisters of the Order of St. Joseph.

So that to-day the Catholics of this city find themselves without a place of worship (except in two hospital tents furnished by the government), without a home for the Priests, without a home for the Sisters, and without a home for the orphans or school for the children. The Catholic congregation in Jacksonville is very small, being only three per cent of the entire population, and they are almost all in an impoverished condition; hence, unless we receive help from the outside Catholic world it will be impossible to continue the work of Catholic progress in this community."

Were our Rt. Rev. Bishop home, he would undoubtedly hasten to remind you and your people of this appalling disaster, and request you to come to the aid of Bishop Moore and the afflicted Church of Jacksonville as soon as you can, and in as far as you are able. In his absence I carry out what I know would be his will, and hence I request you, Rev. Father, to take up a collection in your Church on Pentecost Sunday, or as soon thereafter as possible, and kindly send same to me which I will forward immediately to his Lordship Dr. Moore.

AN APPEAL.

On the 25th of May a disastrous fire occurred in Yazoo City, Miss. Twenty eight blocks were consumed. Three hundred and thirty houses, including the beautiful Catholic church and the pastor's residence were burned. The Catholics were some of the greatest losers, and therefore ask all to help us to rebuild the church.

I fully corroborate the above modest statement of Very Rev. Jos. L. Wise, pastor of the Catholic Church at Yazoo City. For the second time within a few years he has seen his beautiful new church become a prey to the flames, and this time his residence has gone with the church. I therefore heartily endorse his appeal, and urgently recommend it, not only to the Catholics and people of Mississippi, but also to those of the neighboring States and Dioceses - to all in a word who can feel for distress and are able and willing to relieve it. The need is great and pressing. Let the relief be in proportion.

Let there be a collection duly announced and taken up in every church of the Diocese on some convenient Sunday in the near future, and the amount forwarded to Very Rev. Jos. L. Wise, Yazoo City, Miss.
