BOARD OF ALDERMEN

______

CITY HALL, Sept. 16, 1886

At a regular meeting of the Board of Mayor and Aldermen of the City of Natchez, held this day at 4 o'clock p. m.,

PRESENT

Hon. Isaac Lowenburg, Mayor.

ALDERMEN

Wm. A. Diers,

Jos. B. O'Brien

Wm. H. Mallery

Robt. S. Dixon

John Grady,

Geo. T. Rehn,

Geo. T. Payne,

Chas. Whitcomb.

The reading of the minutes of the last regular meeting was dispensed with, and the minutes were ordered to stand approved as recorded.

The City Sexton reported 12 deaths within the city limits for the two weeks ending Sept. 16, 1886.

The resignation was presented and received of Wm. H. Mallery as alderman from the first ward, to take effect Jan. 1st, 1887.

An application for a retail liquor license was presented from B. Salvo, No. 112 Main street, duly setting forth that the applicant was a male person over the age of 21 years, a resident of the City of Natchez, signed by 25 owners of real estate, and further recommending said applicant as a sober and suitable person to receive said license. Said petition was ordered to lay over for a period of thirty days, according to law.

The Mayor gave notice that he had suspended Officer Lynch for cause. On motion the action of the Mayor was endorsed, and the matter referred to the police committee to investigate and report.

The Mayor presented cards of admission to the members of the board, from the Right Rev. Bishop Janssens, to attend the consecration of St. Mary's Cathedral, Sunday Sept. 19th, which were received, and on motion of Alderman Diers a vote of thanks was tended to the Reverend Bishop for the same.

The applications were presented of W. B. Irvine, C. T. Smith and C. E. Nichols for Marshal; H. H. Breiland for sergeant or corporal, (should there be a vacancy); Noah Spillers, Monroe Atchison and Harry Somerville for policeman. Said applications were received and filed.

The Finance committee made the following report, which was received and agreed to:

Natchez, Sept. 16, 1886

To the Hon. Board of Mayor and Aldermen of the City of Natchez:

Gentlemen - Your committee on finance, to whom was referred the matter of Mr. Henry Frank's assessment on personal property, would respectfully beg leave to report that inasmuch as Mr. Frank was represented before this board by petition on Aug. 6th, 1886, and the board, after duly considering the same, passed on and declared said assessment correct, and the assessment rolls having then been received, approved and declared correct, your committee deem it inexpedient and unwise to reopen the rolls at this time for further consideration.

R. S. DIXON,

WM. A. DIERS,

W. H. MALLERY,

Finance Committee.

The special committee on census reported the following recapitulation of the census of the city and the area between the present limits and the line of red posts known as the new city limits:

Natchez, Sept. 16th, 1886

To the Hon. Board of Mayor and Aldermen:

Gentlemen - Your special committee to whom was referred the reports of the several census enumerators, respectfully beg leave to report that they have examined the same and submit the following recapitulation thereof and recommend the allowance of the accounts of said officers:
